Primary Objective :
The successful candidate is requested to work as Lead Engineer Compressor to validate the Supply Specification and Engineering Requisition for the Turbo Compressor Package.
At pre-EPC contract award stage, the work involved the review of the Basic Design documentation prepared by the Subcontractors in charged to develop the design (Designers) and, if necessary, to make proposal of alternative to improve the completeness and quality of the documentation
At post-EPC contract award stage, the work includes the review of the Detail Design documentation prepared by the EPC Contractors, and, if necessary, to make proposal of alternative to improve the completeness and quality of the documentation reviewed, in respect of the budget approved,
attending kick off meetings, assistance to the Client in the assessment and validation of the technical issues at the base of Change order or Claims raised by the EPC Contractors.
The Candidate, in coordination with the above priority mansions, is also requested to provide support to ILF Management in its activities such as (but not limited to) : reviewing and producing technical documentation for Business Development (i.
e. manhours / time for quotations), training an support to ILF Engineers in ongoing Projects, etc.
Must have sound knowledge and understanding of technical terms and conditions.
Familiar with all phases of Engineering Design (i.e. Conceptual, Feasibility, Basic, Feed and Detailed Design).
Familiar with all phases of EPC Contracts.
Awareness of compliance and audit processes.
Ability to identify changes and improvements to the technical documentation and procedures to reflect Client’s changing requirements.
Knowledge of computer based systems including, CAD, Database Management systems, Excel, Word, Microsoft Office or equivalent software packages.
Be proactive, a self-starter and ability to work without supervision.
Systematic thinker and good organizational skills / time management.
Strong personality with ability to be firm and persuasive without authority.
Team player within and across functions.
Sensitive to Client’s requirements and Client-focused.
Qualifications and Experience
Higher Education Degree (in Mechanical Engineering or similar) is mandatory, preferably including education in Western institution of higher learning.
Minimum of 15 years of experience.
Fluent knowledge of English language is required (Russian or Chinese as an option).
Knowledge and experience in international PMC contracts related to the development and execution EPC Contracts.
Relevant skills include Mechanical design for Rotating Equipment (e.g. Turbine, Compressor, Pumps) and related auxiliaries system (e.
g. Sealing, Fuel Gas Skid, Lube Oil, Mineral Oil Skid).
Experience in the review of Mechanical engineering documentation and selection of Turbo Compressor based on the Vendor Performance Data.
Preparation and hands-on experience in Mechanical engineering documentation (specifications, engineering requisition, equipment data sheets, etc.
including training / mentoring of local staff, where applicable.
Sound knowledge of configuration issues, connectivity between systems, the requirements of safety related systems.
Experience in Pipelines, Gas-Turbine Compressors and Power Generation, particularly in respect of Compressor or Power Stations.
Experience in major Onshore or Offshore Oil & Gas Projects, or for Major Oil Company or EPC Contractor would be a plus.
Experience in pre-award technical activities, involving qualification of Bidders, would be preferable.
Contracts Development Experience, supporting the drafting of technical scope of work of ITB’s, particularly for EPC scope and Lump Sum conditions.
Knowledge of relevant API, ASME, ISO.
