Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region.
ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.
The position is located in ESCAP Subregional Office for North and Central Asia (SONCA) in Almaty, Kazakhstan. The incumbent reports to the Head of the Office.
Responsibilities Under the direct supervision of the Head, the incumbent is required to perform the following functions :
1.Human Resources Management
g., recruitment of staff and consultants, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc.
ensuring consistency in the application of UN rules and procedures.
2.Budget and Finance
organizing and coordinating seminars, conferences and translations).
Ability to perform a broad range of administrative functions, e.g., budget / work programme, human resources, database management, etc.
Ability to apply knowledge of various United Nations administrative, financial and human resources rules and regulations in work situations.
remains calm in stressful situations; commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of work.
shares credit for team accomplishments and accepts joint responsibility for team shortcomings.
takes personal responsibility for his / her own shortcomings and those of the work unit, where applicable. Education High school diploma or equivalent is required.
A recognized first-level university degree in administration or related field is an asset. Work Experience A minimum of seven years of progressively responsible experience in administrative services, finance, accounting, audit, human resources, or related areas, is required.
Experience with the United Nations Common System is desirable. Languages English and French are the working languages of the United Nations Secretariat.
For the post advertised, fluency in English and Russian is required. Working knowledge of Kazakh language is an advantage.
Assessment Qualified applicants may be evaluated through a competency-based interview and / or other assessment methods.
Special Notice Appointment against this post is on a local basis; candidates shall be recruited in the country or within commuting distance of the SONCA office, irrespective of nationality and length of time the candidate may have been in the country.
If no suitable local candidate is identified, candidates located elsewhere may be considered. The candidate is responsible for any expenses incurred in taking the relevant examinations at the duty station, and of any costs related to traveling and relocating to the duty station in the event of an employment offer.
This post is funded from extra budgetary resources. The initial appointment is for a period of one year. Extension of appointment is subject to satisfactory performance and availability of funds.
Must have passed the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters.
