About the role
and / or co-ordinate activities with stakeholders in order to gain and maintain access to land. The role is based in Almaty and requires to travel 40 % of the time.
This role is a great opportunity to provide full spectrum of mineral rights & land access operational support and provide strategic advices and ensuring strict compliance with statutory, legal and contractual obligation.
Reporting to the Exploration Manager, you will be :
Ensure that all operational activities are identified and delivered in order for land access and mineral rights to be granted, efficiently maintained and managed in accordance with directives in order to ensure compliance with statutory / legal requirements.
Prepare and lodge appropriately endorsed documentation, within strict time frames to ensure compliance with statutory deadlines and obligations
Liaising with project teams and / or JV partners and RTX internal support functions (e.g. accounting, legal and commercial) to advise their future statutory and planning obligations to ensure compliance obligations and timing are known and met.
Accurately maintain the Flexicadastre database with respect to land and mineral rights obligations and compliance as and when obligations are finalised and met.
Liaise with statutory bodies and stakeholders (as directed) over land and mineral rights issues and new regulations / legislation.
Implement statistical and record keeping controls in order to track compliance
Preparing and lodging submissions on behalf of the company to statutory authorities and key internal and external stakeholders
Assisting in representing the company at mineral rights and land access forums eg Chamber of Mines or other working groups.
Providing operational support / advice within the district / base / country on land access and mineral rights obligations / compliance issues and ensuring awareness among other support areas (e.
g. accounting, legal and commercial) of mineral rights and land access issues as they relate to those roles.
Identifying landholders and landholder rights prior to negotiation, co-ordination and preparation of contracts / commercial agreements to secure access to land as directed.
Liaising with landholders, indigenous representative bodies, RT community relations and other third parties over issues as diverse as native title, cultural / social heritage, access rights, land use and land tenure acquisition as directed
Act as company representative at land access negotiation meetings and cultural heritage clearances, to oversee RTX interest and to ensure ongoing RTX compliance with statutory / contractual obligations.
Provide leadership in HSEC by anticipating current and future risks and managing these.
To succeed in this role, you will have :
Graduate qualifications in a related field e.g. mineral title, geosciences, law, economics, or equivalent
At least 5 years of relevant experience
Experience in coordinating mineral rights Acts and legislation and dealing with statutory and external stakeholders at an operational level
Related experience in community relations and administration of mineral title / land title Acts and legislation
Experience in collaborating and engagement with a range of network contacts in the relevant local community / indigenous groups, NGO and external stakeholders
Understanding of the relevant mineral rights & land access related legislation & legal processes within jurisdictions.
Clear understanding of the exploration and access to land process.
Functional understanding of related Acts as they impact upon mineral rights (e.g. Environmental, Heritage, Local government and Commercial implications).
Functional understanding of commercial / banking issues relating to bonds, guarantees, securities, powers of attorney, caveats, statutory declarations and mortgages.
Functional understanding of mineral rights management systems throughout their jurisdictions
Well-developed negotiation and cultural awareness skills and patience
