Tetra Tech is seeking a Senior Communications Specialist (SCS) for the USAID Power Central Asia Activity (PCA). Based in Almaty, Kazakhstan, this position will serve PCA from the hire date until the end of the program on September 30, 2025.
PCA’s goal is to assist the Central Asian countries Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan to achieve national and regional energy priorities.
By pursuing three objectives national electricity market liberalization, investment in clean energy, and establishment of a regional electricity market PCA will accelerate the provision and delivery of affordable, reliable, resilient, and secure energy for the Central Asian Region (CAR) economies.
The SCS will serve as a senior (Key Personnel) member of Tetra Tech’s PCA implementation team. The SCS will ensure accurate information about the project and U.
S. Government’s regional efforts are disseminated nationally and regionally, and that information campaigns are designed and implemented to support project objectives.
Position summary and job purpose :
The SCS leads project communications and increases the impact of PCA. S / he will develop and implement communications plans and strategies at the local, national, and regional levels.
The SCS will oversee the production of outputs including annual / quarterly reports, activity fact sheets, success stories, events, and digital products and help increase the impact of our work in the regional energy sector.
Additionally, the SCS will be responsible for outreach and dissemination of project deliverables and accomplishments. The SCS will report to the PCA Chief of Party.
Position responsibilities :
Oversee the implementation of PCA's communications strategy and plan, as well as review and update as needed on an annual basis.
Lead a team of communications specialists, graphic designers, digital media specialists, event organizers, technical editors, web developer, and interpreters to deliver high-quality communications and outreach products and materials.
Design and implement information campaigns at the local, national, and regional levels to support the dissemination of technical objectives across stakeholders and citizens.
Ensure that outputs are delivered on time and have maximum impact.
Provide support in conceptualizing, designing, and finalizing all project-related deliverables (e.g., quarterly reports, annual reports, work plans).
Edit technical deliverables (e.g., reports, briefings) for clarity, messaging, and adherence to USAID branding and style guidelines.
Design, write and edit a variety of written and verbal communication products, such as activity summaries and outreach materials, including fact sheets, infographics, newsletters, one-page syntheses of activity interventions, activity briefers and visuals for USAID, U.
S. government and partner government stakeholders, and internal staff.
Provide communication support at events, including preparation of press releases, announcements, social media posts, and organize for photography and videography as required.
Coordinate and implement external outreach and activities with the client and stakeholders in consultation with the client and USAID DOC.
Oversee development of PCA website, manage content and social media feeds to include posting content, monitoring activity and followers’ engagement.
Perform other communications related duties as required.
Essential KSAs required (experience, skills, education, certification, etc.) :
Bachelor’s degree or higher in communications, marketing, business, international development, or related field.
10+ years of communications experience with expert-level understanding of USAID communications protocols.
Native fluency in English is required, with strong verbal, writing, and presentation skills.
Ability to think, write, and present content in a creative and compelling manner.
A high level of experience with and ability to translate technical concepts for general audiences.
Demonstrated experience in developing content across digital, print, and social media channels.
Excellent organizational skills with the ability to work well under pressure and perform numerous tasks simultaneously.
Motivated and energetic self-starter with a positive, inclusive, and creative outlook.
Proven ability to manage internal and external client expectations.
Valued but not required KSAs :
Experience working in international development, energy, and / or environment sectors.
Experience working in coordination with USAID’s Development Outreach Communications (DOC) Specialists.
Fluency in any Central Asian native language, as well as Russian, is a plus.
