The 24 / 7 Security Operations Centre (SOC) in Kazakhstan is a resource cost-shared at the country level, managed by UNDSS, to support the safety and security of UN personnel, premises, assets, and operations within the United Nations Security Management System (UNSMS).
The SOC is physically located in the UN Common Premises in Almaty, Kazakhstan. It is equipped with both regular and specialist telecommunications equipment, including internet, e-mail, phones, and radios to carry out both routine and emergency work.
Such equipment dedicated for security across the UNSMS comprises the Security Communications System (SCS).
The primary function of the SOC is to monitor the security situation across Kazakhstan and relay key information, advice, and / or instructions in a timely manner to UNSMS personnel (and others as required).
Additional functions include information and data management, such as maintaining databases of security-related incidents and essential details relating to UNSMS personnel, premises, and vehicles.
The SOC is also a crucial first responder for callers in need of assistance. This could include facilitating a response from host government emergency services, as well as mobilizing UN resources.
As a fundamental safety and security resource, the SOC directly enables the work of the United Nations.
Duties and Responsibilities

Institutional Arrangement
The SOC is established on a need identified through the Security Risk Management (SRM) process for Kazakhstan. The SOC Operator acts in accordance with detailed duties, which are defined in the scope of work as well as in Standard Operating Procedures (SOP), Post Orders, and other relevant security procedures.
The SOC Supervisor will maintain communication with all UN Agencies, Funds, Programs, and Offices, as well as with other local entities and UN SOCs in neighbouring countries on regular basis.
The SOC Supervisor shall ensure the 24-hour operation of the SOC in two 12-hour shifts with one operator per shift. The SOC Supervisor themselves shall work regular working hours (eight hours per day, five days per week).
The SOC Supervisor reports directly to the UNDSS Field Security Associate (FSA), under the overall guidance of the UN Security Advisor for Kazakhstan.

Required Skills and Experience Education :
Secondary education / high school diploma.
College diploma / / Undergraduate degree in Communications / IT or related fields will be given due consideration.
Experience :
Four (4) years (with secondary education) of relevant work experience in security or safety, emergency services, or working with communication technologies is required.
Alternatively, if in possession of Bachelor’s degree, one (1) year of relevant work experience in security or safety, emergency services, or working with communication technologies would be required.
Strong communications skills and literacy in information technology and systems (e.g., Windows, Microsoft Office) are essential.
Desirable skills and competencies :
Experience within the UN system or another international organization would be desirable.
Knowledge or previous experience with radios (HF / VHF); video / building surveillance systems; or communication technologies would be desirable.
Required language(s) at working level :
Fluency in English plus fluency in Russian and / or Kazakh.
Professional certificates :
Certifications in communications and / or information systems, or in management, would be an asset.
