Overview / Responsibilities
Manage the development and implementation of NCOC N.V. resourcing strategies to align with and support Company HRO and overall Project strategies
Determine, deliver and maintain resourcing tools (processes, practices, plans and calendars) that achieve agreed service standard levels and ensure the delivery of professional resourcing which is aligned with HRO Strategy and wider Project objectives
On-going guidance & advice to Managers through end-to-end’ recruitment process to ensure NCOC N.V. resourcing activity is conducted in accordance with legislative framework(s) and Company policies & procedures;
Set and analyze recruitment KPIs, targets and performance measurement tools (metrics, etc.)
Support to HR audits and reviews relevant to recruitment activity.
Formulate, gain approval, implement recruitment and reward policies and procedures in compliance with NCOC N.V Legislative and regulatory requirements
Monitor changes in Kazakhstan Labour legislation and develop relevant actions due to these changes
Liaise with Regional Labour authorities to report weekly and monthly statistical data on resourcing activity; Participate in government initiatives (e.
g. job fair, vacancy campaign, etc) to develop and implement creative and cost-effective sourcing strategies
AGENCY RELATIONSHIP AND CONTRACT MANAGEMENT
Develop NCOC N.V Preferred Supplier List (PSL) and manage relationship with external manpower providers to ensure a market leading resourcing service is provided, strategic business opportunities are identified and the appropriate resourcing channels are utilized to achieve NCOC N.
Resourcing Strategy objectives
Primary support to Contract Holder to manage contractual obligations are met and when required forecast cost activity, by preparing cost analysis and reports jointly with Contract and Cost Control Departments
Skills / Qualifications
University Degree (preferable in HRM, Legal, Public Affairs, Social Sciences)
Minimum 8-10 years HR experience in multinational, corporate environment (preferably within Energy / O&G), 2-3 years of which should have been in senior role, managing teams across multiple sites / locations
Minimum 3 years end-to-end’ Resourcing experience - including the management & delivery of resourcing & selection projects and the design & delivery of effective resourcing & selection methodologies
Experience of managing (external) supplier relationships at senior level and of the practices and standards relating to the resourcing of high-calibre staff is an advantage
Sound understanding of relationship between resourcing and other HR processes / initiatives (e.g. reward / talent management / personnel engagement)
Exposure to national recruitment preferable
