Job Description

According to the terms of the Memorandum Concerning Occupancy and Use of Common Premises by United Nations Agencies, Programmes, Funds and Offices (Memorandum) the UNDP country office was selected as an administrative agency responsible for day-to-day management over the provided premises (UN Building in Almaty / Common Premises).

For these purposes UNDP established a Common Premises Team (CPT) headed by the Common Premises Manager. The CPT is responsible for building maintenance and provision of common premises related administrative support services to UN Agencies residing in the UN Building in Almaty.

The CPT is supervised by the Common Premises Manager and works under the overall guidance of the Operations Manager, UNDP Kazakhstan Duties and Responsibilities

The Technical Support Clerk works under the direct supervision of the Building Engineer and supports him / her with effective and efficient execution of the common premises related services outlined in the Memorandum and implementation of the UNDP greening strategies.

The incumbent will apply professional judgment and expertise in the performance of technical services in the UN Building.

In particular he / she will be responsible for keeping the building systems such as ventilation, air-conditioning, heating, water supply, and other systems of the Common Premises in good working conditions.

When required the Technical Support Clerk will be expected to perform civil works and construction, prepare cost estimates of works, materials for construction, repair of Common Premises.

The Technical Support Clerk promotes a client-oriented approach in his / her daily work.

Maintenance of the UN Common Premises building in Almaty focuses on the achievement of the following results :

1. Technical maintenance of UN building engineering systems :

  • Assistance with daily maintenance of the building engineering systems in working conditions, including the control over services provided by the service companies in :
  • Maintenance of the building power supply system, including conducting minor repairs and replacements of electricity supplies such as lamps, sockets, etc.
  • conducting regular checks and keeping records of the electricity meters and the power generator;
  • Maintenance of the building passenger elevators (3) as per the instructions of the service company, control over maintenance services provided by the service company;
  • Regular inspection and maintenance of the water supply system, air conditioning system, heating, ventilation, elimination of leakages and timely elimination of obvious defects;
  • 2. Regular inspection and minor repair work :

  • Regular check of the technical conditions of the Common Premises, i.e. floors, staircases, entrance, underground parking and outside territory adjacent to the UN Almaty common premises;
  • Regular inspection of proper operation of all communications, lighting, water supply in all common areas and office space as well as in the underground parking;
  • Regular check and minor repair of doors’ and windows’ locks, replacement of windows, frames, furniture, etc., if needed;
  • Support to relocations within / to / from Common Premises to UN Agencies, if required;
  • Maintenance of proper storage and consumption-log systems;
  • Maintenance of recycling removal;
  • Any other works, or services as might be required upon request of the Building Engineer or Common Premises Manager.
  • Institutional Arrangement

    The Technical Support Clerk performs the assigned functional duties under the guidance and supervision of the Building Engineer.

  • Digital & Innovation - Data literacy : Understand the potential as well as the limitations of using data driven innovation.
  • Ability to use a mix of data sources (quantitative, qualitative or real-time techniques) to develop understanding, identify patterns to inform decision making or identify opportunities for further exploration.

    Required Skills and Experience Education :

  • Secondary education is required.
  • Experience :

  • Minimum 3 years of relevant work experience in minor repair of offices.
  • Languages :

  • Knowledge of English, Kazakh and / or Russian.
  • Desired skills and competencies :

  • Experience in inspection and control of electricity supply systems;
  • Experience in maintenance of heating, water supply, ventilation and air conditioning systems in the Building;
  • Technical / professional education / (construction engineer / power engineer / electrician technician);
  • Experience of instructions on Occupational Safety and Health, Fire Safety, Industrial Safety
  • Experience in preparing financial reports and technical log books.
  • Desired Professional Certificates :

  • A certificate confirming the 2rd Category of Electrical safety is desired.
